Summary	17421: When upgrading from LS3 to LS4 / 5, plugin Manager can't be used if non-compatible plugins are found
Description	When upgrading from LS3 to LS4 / 5, if there are plugins not compatible with LS4 / 5 (eg, they do not have config.xml) the Plugin Manager cannot be used. When entering it throws an error: Missing configuration file for plugin autoComplete, looked in location /var/www/html/limesurvey/plugins/autoComplete/config.xml
