Summary18144: drag and drop of element in structure menufor active surveys makes the screen freeze. Cannot move questions anyway
Description

In the structure menu you can move items by drag and drop.
When the survey is active this cannot happen. If you do that the screen freezes.

Steps to reproduce

Create a survey with at leas 2 groups of 2 questions each. Activate. Go to structure view. Try to move one element, question or group.

Expected result

Element won't move, possibly with a popup warning message

Actual result

Screen freezes.
