"Date format" defaults to mm-dd-yyy, regardless of setting. "Lock question organizer in sidebar by default" seems to be the opposite of the setting.

gabrieljenik 2021-02-02 17:11 manager ~61860	"Date format" defaults to mm-dd-yyy, regardless of setting. Have you spotted any specific place where this is not working. I am asking as there could be lot of places where this is used. Tracking them will be hard, but at least we could start with 1 and then see how it goes.
