Steps to reproduce

Create two users: Alice and Bob, Give them all the permissions except "superadministrator"
Log in as Alice and create a new user: Max. Grant him whatever your want
Log in as Bob and check Max's permission.

Expected result

When logged as Bob, you expect to see the available action. Especially "Edit user" or "Edit permission" but there is none

Actual result

There is no action button. There is no way to view Max's permission even if you have the right to do so.
