Summary06970: validate completeness of translation
Description

If you have multiple people translating an instrument, it is hard to verify that everything has been translated.

A new view (perhaps in 2.1) that shows all of the translations for a given question, vertically, could help users verify that each question has been translated.

It would be even better if there were a way to edit each of the questions vertically if any question were found to be un-translated.

adding audit columns to the _groups, _questions, and _answers tables would be quite helpful. e.g. ROW_CREATE_DATETIME, ROW_UPDATE_DATETIME, ROW_CHANGE_USER, or the equivalent.
