Summary19488: 404 error when clicking create survey button
Description

When you click the + icon in the top bar to create a survey, you correctly go to the create-survey page ([hostname]/index.php/surveyAdministration/newSurvey)

However, when you're on the start page and click the create surveys button on the survey tile, you go to a non-existing page leading to a 404 error ([hostname]/index.php/admin/survey/sa/newsurvey)

Log in to limesurvey as admin
Click the 'create survey'-button on the surveys tile (not the + button at the top of the page)

Expected result

The create survey page is shown

Actual result

A 404 error page is shown
